Accommodation: Instead of aiming for the absolute cheapest hostel (which can be a false economy), target mid-range hotels (3-4 stars). Look for places slightly off the main tourist drag but still near a BTS/MRT station in Bangkok, or a baht bus route in Pattaya. You can often get fantastic rooms for $40-$70/night. Use booking sites, but always cross-reference with Google Maps to check the surrounding area for nightclubs (noise), food and transport links.
